New York regulates the shop, not the mechanic: any business repairing vehicles for pay must be a registered NYS DMV motor vehicle repair shop, but individual diesel techs need no state license. Mechanics who perform annual NYS safety/emissions inspections must additionally be DMV-certified inspectors. Beyond that, voluntary ASE T-series certification is what employers expect.
