New York does not license individual auto mechanics — the state requirement sits on the business: every repair or body shop must be registered with the NYS DMV. Technicians who perform New York's annual safety inspections must be DMV Certified Motor Vehicle Inspectors, which takes 1 year of repair experience (or an automotive diploma), a training program, and a written test, renewed every 3 years.
