CDL & Truck Driving licensing in Pennsylvania: State license required

Pennsylvania CDLs are issued by PennDOT's Bureau of Driver Licensing. Applicants get a commercial learner's permit first (form DL-31CD), hold it at least 14 days, complete federal Entry-Level Driver Training for a first Class A/B license, and pass PennDOT's modernized 3-part skills test, in use since August 2023. A DOT medical exam and self-certification of driving type are also required.
